The “Master up to 24 metres (Near Coastal)” course, formerly known as “Master 5”, empowers you to captain a marine vessel up to 24 metres long within the Exclusive Economic Zone (EEZ). Additionally, this qualification enables you to serve as Chief Mate or Deck Watch Keeper on ships less than 35 metres in the EEZ. This course provides the hands-on experience essential for enhancing your skills and ensuring long-term success in the maritime field.

This course is designed for students who have achieved 80% of the AMSA (Australian Maritime Safety Authority) sea time requirements for Master up to 24 Meters NC Certificate of Competency.

Entry Requirements:

To ensure you have the right skills and support to succeed in your course, a Language, Literacy, and Numeracy (LLN) evaluation helps identify any areas where you may require additional support to help you achieve your goals.

You will also be required to hold at least 80% of the AMSA sea service requirements. Refer to the M24 Entry Requirements Info Sheet for further details on sea service requirements and submitting evidence. Due to the physical requirements of this qualification, the Learner must be physically fit.

This qualification applies to people working in the maritime industry seeking an Australian Maritime Safety Authority (AMSA) certificate of competency in the capacity of:

master on commercial vessels up to 24 m in length within the exclusive economic zone (EEZ) or
chief mate or deck watchkeeper on vessels up to 35 m in length within the EEZ or
chief mate or deck watchkeeper on vessels up to 80 m in length in inshore waters.

Licensing/Regulatory Information

This qualification is required to obtain an AMSA certificate of competency as a Master <24 metres NC as defined in the National Standard for Commercial Vessels (NSCV) Part D.

AMSA certification of competency will require:

achieving MAR30924 Certificate III in Maritime Operations (Master <24 m Near Coastal)
a Marine Radio Long Range Operators Certificate of Proficiency
sea service consisting of:
- 120 days qualifying sea service and a completed AMSA approved task book
- Or 360 days qualifying sea service
meeting the medical and eyesight requirements specified in the NSCV Part D and
assessment by an AMSA approved assessor using the AMSA mandated practical assessment (AMPA) conducted on a commercial vessel ≥7.5 m in length.

What is Master up to 24 metres Near Coastal (Master 5)?
It’s a commercial skipper qualification, a Certificate III in Maritime Operations, often called Master Class 5 or Master 5. It lets you command commercial vessels up to 24 metres in the near coastal zone. It’s a step up from a Coxswain for skippers taking charge of bigger boats.
What vessels can I command with a Master 5?
A Master up to 24 metres Near Coastal covers command of commercial vessels up to 24 metres long within the near coastal area. The full operating limits are set by AMSA and listed on the course page. Not sure it fits the vessels you’ll work on? Ask us and we’ll confirm.
What are the prerequisites for Master 5?
You’ll usually need a lower ticket, like a Coxswain, plus a set amount of sea service before you qualify. The exact sea time and other requirements are set by AMSA. Send us your background and we’ll tell you where you stand and what’s left to do.
Is Master 5 the same as a Certificate III in Maritime Operations?
It’s the Master up to 24 metres stream of the Certificate III in Maritime Operations. The Cert III covers a few different maritime streams, and Master 5 is the one for skippers of vessels up to 24 metres near coastal. So when you finish, you hold the Cert III with that Master qualification.
What’s the pathway up to Master 45 metres?
After your Master up to 24 metres, the next rung is Master up to 45 metres Near Coastal, which covers larger vessels. It builds on your sea time and study. Tell us your end goal and we’ll map the steps from where you are now.
Are your courses nationally recognised?
Yes. We’re a Registered Training Organisation, RTO 90440. Your qualification is nationally recognised under the Australian Qualifications Framework.
